Saving Segments when Created from Top Bar see all valid save locations

I recently created a segment from the Top Bar that brought in information specific to the Renewal Success block.  When I went to save the segment, the only option I had was my personal folder or the Global folder.  Global isn't desirable because not all teams need to see or can see this information and personal doesn't work either.  If I created this success block within the renewal Successblock, I'd be able to to save it like expected.  

Creating of segments from the Top bar is the most efficient way to create a segment and how it was suggested to do it.  If Totango knows that this segment can only be saved in a specific success block because of what it's segmented on, then it is logical to have the save locations when created from the top bar to include those locations.  A good user experience would've been to include the Renewal Success Block as a place I could've saved this segment

  HI Matt,

  You should be able to save the segment in any place that you have permission for. You should have been able to save it in renewal SuccessBLOC. Please try again.

  We cant decide on which one you want to save it but we are giving you the ability to chose each.

  When I created this success block from the top bar, I could only save it as a global or private location because of the filters on the segment. I could create the segment directly from the SB and it saved as expected.  Please see ticket, 34544 for more context
