Can't Close out Tasks NOT assigned to you

I would like to have the ability to block someone from closing out/marking a success play as complete if they are NOT the person it is assigned too and they are NOT a global admin.  I would still want the capability for the global admin to close or move the task in case it is needed but  not another user.
